Individuals can apply for permanent residence under any one of the available two streams i.e., Stream A: In-Canada graduates and Stream B: Canadian work experience. Please note that the public policy which states that OFWs Can Move From Hong Kong to Canada is only temporary. This means that the policy will remain in effect from 1st June 2021 to 31st August 2026.

Who Can Apply for the Temporary Public Policy for Hong Kong residents in Canada?
The eligibility criteria depend on the stream selected by individuals. The following are the required eligibility criteria stream-wise:
In-Canada Graduates (Stream A):
- Individuals must hold a valid passport issued by the Hong Kong Special Administrative Region of the People’s Republic of China or the United Kingdom to a British National (Overseas) as a person born who is naturalized or registered in Hong Kong.
- Applicants must be physically present in Canada while applying or getting permanent residence.
- They must hold a valid resident status (temporary) in Canada.
